This variable gives the situation in regards to capital
punishment. Amnesty International makes a distinction between (1) common law
crimes and (2) exceptional crimes such as wartime crimes. Amnesty International
maintains four classifications with respect to this variable.
In countries of the first type, the death penalty is applicable and enforced for
all crimes. In countries of the second category, the death penalty is applicable for all crimes, but has not
actually been enforced for the past ten years.
In countries of the third category, the death penalty has been abolished only
for crimes under common law, but remains applicable for crimes under military
law, or for crimes which are deemed "exceptional". Finally, the fourth category includes those
countries where death penalty has been abolished for all crimes.
